Mayor


Committees:

Biography:
Re-Elected Mayor in both the November 6, 2007 and November 8, 2011 General Elections.
Matt was born and raised in South Russell and graduated from Chagrin Falls in 1985. After graduating form Kent State University with a Bachelor in Business Administration, he returned to the village where he has been involved with community activities and local government. Matt and his wife Charlotte have three daughters and a son. Matt is active with the Chagrin Valley Intergovernmental Council, Northeast Ohio Mayor Association, South Russell Planning Board, and the Geauga Farmers’ Market. Matt is the Director of Support and Service for SageQuest, Inc., a leader in vehicle tracking and reporting systems across the US.

William Koons
Council Member

Committees:
Bill serves on the Buildings and Properties Committees. He is council's representative to the Parks Committee. He has previously served as a member and/ or chair of Buildings, Finance, Human Resources, Properties Committees and Emergency Operations Planning Committee.
Bill has served as President Pro Tempore since 2009.

Biography:
Bill and his wife Nancy have lived at 61 Potomac Drive since 1990. They have one daughter, Betsy, a pre-school treacher at Orange. Bill retireed as the superintendent of the Chagrin Falls Exempted Village Schools in August 2012. His thirty-nine year career included serving the Orange, Kenston, Mayfield and Kirtland school districts.

Bill is involved with St. Joan of Arc Church, Chagrin Valley Rotary, and is a volunteer for Habitat for Humanity. He is past president of the Chagrin Valley Jaycees and received their Distinguished Service Award.

John Dishong
Council Member


Committees:
John was elected President Pro-tem for 2008 by Council at the January 14, 2008 council meeting.
John previously served on the Public Utilities Committee, Human Resources Committee, Finance Committee, Streets Committee, Safety Committee and the Emergency Operation Planning Committee.
John also served on the Planning Board.
John is currently serving on the Emergency Operations Planning Committee and is Chairman of both the Finance Committee and the Human Resources Committee.

Biography:
John grew up in South Russell and is a graduate of Chagrin Falls High School and graduated from Miami University, Oxford, Ohio with a B.S. in Business. John is a regional Manager for AT&T Data and Internet Services. John, his wife Margaret and their three children Everett, Amy and Kelly reside at 101 Spring Drive.

Jack Binder
Council Member


Committees:
Jack serves on the Properties Committee, and is Chairman of the Safety Committee and the Streets Committee.
Jack has previously chaired the Finance and Building Committees

Biography:
Jack is a 26 year resident of the Chagrin Valley, having moved to South Russell 16 years ago. Jack graduated from Miami University with degrees in Economics and Public Administration. He also has completed coursework towards his E.M.B.A. (Finance) at Cleveland State University.

Jack is the President of EDMAR CHEMICAL COMPANY, headquartered in South Russell. Additionally, Jack has been very involved with numerous civic organizations, not-for-profits, educational programs and athletic teams. He also currently serves as the Chairman of the Board of Trustees for Suicide Prevention Education Alliance (SPEA)

Jack, and his wife Mary Kay, reside at 529 Manorbrook Drive. They have three boys (Brad, Danny, and Brian) all of whom are graduates of Chagrin Falls High School.

Mark Porter

Committees:
Mark serves on the Streets Committee and the Emergency Operation Planning Committee and is Chairman of the Public Utilities Committee.
Perviously served on the Human Resource Committee and Streets Committee.

Biography:
Mark grew up in the Chagrin Valley. He is a 1984 Graduate of the U.S. Naval Academy, Annapolis, Maryland. He received a Master of Arts degree in U.S> History from the University of Maryland in 1986. Mark served on surface ships during his naval service. Mark graduated from Rutgers School of Law in 2000, after which he and his family moved home to South Russell.

Mark is an attorney with Gallup & Burns, at the firm’s downtown Cleveland office.
He specializes in commercial litigation involving primarily the resolution of business disputes.

Mark has been very active in civic organizations, as well as a coach for several youth sports programs.

Mark and his wife, Tracy, live in Kensington Green with their two children.

Bryan Kostura
Council Member


Committees:
Bryan was on the Parks Committee and is currently serving on the Building Committee, Finance Committee and Planning Committee.

Biography:
Bryan grew up in the Chagrin Valley and graduated from John Carroll University and then attended Cleveland Marshall College of Law. After graduation, Bryan served in the U.S. Army JAG Corp. as a prosecutor and defense attorney at Fort Drum New York, West Point Military Academy and Washington D.C. After leaving the Army, Bryan joined the firm of Bricker & Eckler LLP as a litigation attorney. Brian is now with the firm of McGlinchey Stafford PLLC. He volunteered for the Parks Committee where he served for three years. In January of 2013 he was appointed to the position of council member.

Bryan and his wife Sarah have three boys and live in Country Estates. He is very active in community activities including the Chagrin Valley Jaycees, Boy Scouts of America and he continues to serve in the Army Reserves.

Mike Carroll
Council Member

This is Mike's first term. Mike serves on the Human Resources Committee, the Safety Committee, the Public Utilities Committee and the Emergency Operation Planning Committee.

Biography:
Mike grew up in Russell Twp. but has lived in South Russell for the last 20 years.
He graduated from Cleveland State University with a BA in Public Safety Management. He is currently pursing his Masters in Public Administration with an emphasis on City & Urban Management from Cleveland State University.
Mike has been involved in the fire service for over 25 years and holds numerous professional certifications including being a graduate of the Ohio Fire Chiefs - Ohio Fire Executive program. Mike currently serves as the Fire Chief of the City of Lyndhurst Fire Department.

Mike and his wife Jill live on Lakeview Lane and have a daughter and twin boys that attend Chagrin Falls Schools.
Mike is also involved with the Chagrin Valley Jaycees, Boy Scouts of America and is a past member of the Chagrin Falls Dads Club.

Biography:
Adam was born a South Russell resident and attended Chagrin Falls High School. He studied economics at Allegheny College (BA) and Penn State (MA). He later studied accounting at Cleveland State and became a Certified Accountant.

Adam is currently employed by Eaton Corporation as an International Tax Strategy Manager. He is a Cub Scout den leader for Pack 150 and he coaches several youth sports teams.

Adam and his wife, Tina, reside on Whitetail Drive. They have two children, Katarina (2000) and Zach (2002), who are enrolled in Chagrin Falls schools.

*Elected in 1999 as councilman. Elected Treasurer in 2005 and appointed on January 3, 2006.
Current position as Fiscal Auditor is an appointed position.
